Commotion in parliament as Majority and Minority MPs square off in bid to overturn budget approval [Video]

Ghana’s Parliament was thrown into disarray Wednesday afternoon after First Deputy Speaker Joseph Osei-Owusu voted down a Minority motion to revoke approval of the 2022 budget.

Under Standing Order 50 (1), Minority Leader Haruna Iddrisu moved a motion for the House to overturn approval of the budget by the Majority side of the House on Tuesday 30th November 2021.

The approval reversed the Minority sided House’s rejection of the budget last Friday, which was presided over by Speaker Alban Bagbin.

Despite the protests of Majority Leader Osei Kyei-Mensah-Bonsu, the motion was admitted by the first Deputy Speaker and seconded by Bawku Central MP Mahama Ayariga.

Mr. Kyei-Mensah Bonsu questioned whether they had sought approval from the speaker prior to the vote, as required by the standing orders.

As a result, the first deputy speaker ruled that he is not a speaker and that the restrictions on Parliamentary speakers do not apply to him in the way that the minority members argued.

Asawase MP Muntaka Mubarak interrupted the first deputy speaker’s ruling, questioning why the first deputy speaker is ruling on a motion when he should be putting a question to the house to decide.

The development threw the House into a frenzy, with some Minority MPs attempting to seize control of the maze as well as the Speaker’s chair, which had been left vacant after the Speaker announced an hour suspension.

While the Minority had a full complement of 137 MPs, four MPs from the Majority were absent: Dr. Matthew Opoku Prempeh, Manhyia South and Energy Minister, Augustine Collins Ntim, Offinso North, Henry Quartey, Ayawaso Central and Greater Accra regional minister, Francisca Oteng-Mensah, Kwabre East.
